Sarah Carroll, PhD is Vice President of Research and Psychometrics at the National Board for
Certification in Occupational Therapy (NBCOT). She leads NBCOT’s research initiatives, guides the
organization’s psychometric decision-making, and oversees the application process for NBCOT’s two
national accreditations. Dr. Carroll has extensive experience in the development, psychometric analysis,
and program management of credentialing examinations. Her expertise extends to noncognitive
assessments, surveys, and other competency-assessment tools. Dr. Carroll has presented at numerous
national and international conferences, and has several peer-reviewed publications. Currently, she
serves as a psychometric commissioner on the National Commission for Certifying Agencies (NCCA).
Prior to that, she served for six years as a psychometric reviewer on I.C.E.’s Assessment-Based
Certificate Accreditation Council (ACAC). Dr. Carroll earned her PhD and MSc in industrial-organizational
psychology from the University of Calgary in Alberta, Canada.
